Rosneft Eyes 10th of Russia’s Shelf
Rosneft and Gazprom have set to dividing Russia’s shelf. Manifesting the modesty of unusual extent, Rosneft claims no more than 29 areas accumulating 10 percent of the shelf resources, i.e. about 10 billion tons in the oil equivalent. Moreover, the interests of Rosneft and Gazprom coincide so rarely that the companies will hardly have any disputes during the exploitation.
Rosneft has forwarded to the RF Ministry of Natural Resources the files for elaborating the program for licensed exploitation of the continental shelf till 2020. The company’s CEO Sergei Bogdanchikov seeks the plots adjacent to the ones available in the Sea of Okhotsk or “the well-explored and very promising sections of the shelf in other areas of water.” Rosneft eyes 29 licenses, willing to receive the first 11 by 2011, get 14 by 2015 and obtain the remaining three by 2020. It suggests that the government fund exploration in those areas till they pass to Rosneft.

Under the recent amendments to Russia’s laws, only the government-controlled companies with at least five-year experience of working at Russia’s shelf may implement the shelf projects. Nowadays, Gazprom and Rosneft, or their subsidiaries, are the sole real players on that market.

A source close to the RF Natural Resource Ministry said, that in late spring, the ministry gave a month to Gazprom and Rosneft to provide the programs for exploring definite areas till 2015. Rosneft submitted only the list of required licenses, and the ministry has seen no documents from Gazprom so far.
