Rosatom State Corp. Bill Introduced
Russian President Vladimir Putin unexpectedly introduced a bill into the State Duma yesterday to create the Rosatom state corporation from the Federal Atomic Energy Agency (Rosatom). This will be the first time a state corporation has been created from an agency of the executive branch of the government. The bill is expected to be passed in January of next year.
Kommersant has learned that the general director of the new corporation will be Rosatom head Sergey Kirienko, and the chairman of the supervisory board will be head of the presidential executive staff Sergey Sobyanin, who is already chairman of the TVEL Corp. Other board members will be nominated by the prime minister and appointed by the president.

The text of the bill has yet to be published, but it is known that the state corporation will receive 00 percent of the stock in Atomenergoprom, the company that is now being formed from civil atomic facilities. Previously, only the Federal Property management Agency (Rosimushchestvo) has been made owner and manager of state property.

Like the recently founded state corporations Rosnanotech, Russian Technologies and VEB Development Bank, Rosatom will be directly subordinate to the government but financially independent. The corporation will be responsible for atomic energy and contributions to national defense and scientific research. Weaponry, research and some safety measures will be financed by the federal budget.
