President Makes Blue Number Plates Turn White
// Rashid Nurgaliev is already riding with white plates
Russian Minister of Internal Affairs Rashid Nurgaliev met with President Vladimir Putin yesterday in Bocharov Stream residence in Sochi. The minister promised to solve the problem of security and death rate on the roads of Russia soon. President Putin signed a decree securing the safety of road traffic and its participants.
Rashid Nurgaliev promised to reduce by 1.5 times by 2012 the number of victims killed on the roads of Russia. He said over 100 people, 3-4 children among them, die on the roads every day. Ministry of Internal Affairs counts on several measures, such as raising public awareness, building intercepting parkings near subway stations, increasing drivers’ qualification, and some others.
There are 1605 special number plates in Russia now. Cars with such plates have taken part in 200 accidents in 2006. President Putin’s decree abolishes all special plates. However, special numbers for deputies will probably remain in force.
Eleven categories of cars are allowed to use flashing lights and acoustic horns. Now, there shall remain only 5: cars of fire fighters, police, military road inspection, ambulance cars, and emergency rescue service cars.
Rashid Nurgaliev attaches much significance to raising public awareness, especially among school children. He said that 2 hours of classes annually devoted to traffic rules is not enough. However, the measures offered by the Ministry of Internal Affairs have already been resorted to, and without much effect.
