Kavkaz-Center Off-Stream in Line with Laws of Lithuania
The Constitutional Court of Lithuania upheld Monday the government’s ruling whereby the security officers of the country disabled Kavkaz-Center provider in June 2003. At the same time, the Court ruled against bringing to account the provider on charges of terrorism, national or religious hatred.
The ruling of Lithuanian government of March 5, 2003 forbids any provider to grant access to the data available on the server as soon as the provider finds out this information couldn’t be disseminated. In June of the same year, officers from security department of Lithuania ordered Elneta GD Rimantas Pashis to close Kavkaz-Center site, for which the company was a provider. After Pashis refused to do it, the officials disabled the server and brought in administrative violation charges (advocating international terrorism, stirring up national and religious hatred) against the general director of the company.

Long trials followed. Yesterday, at last, the Constitutional Court of Lithuania passed an award, whereby the above ruling of the government was acknowledged in conformity both with the constitution and with the mass media act. At the same time, the Court ruled against bringing to account the provider, as the laws of Lithuania set forth the superficial interpretation for advocating terrorism or stirring up national or religious hatred.

Moving from one place to another (Vilnius, Helsinki, Stockholm), kavkaz-center.com has been active all this time. Now its master server could be traced in Sweden while the Lithuanian server, the one serviced by Elneta, provides the mirrored Kavkaz-Center.
