Russia’s Justice Ministry to List Offices of Highest Bribing Capacity
The RF Justice Ministry is elaborating a register of offices of the highest bribing capacity that call for intense scrutiny, RIA Novosti reported with reference to the interview that Justice Minister Alexander Konovalov gave to Rossiysskaya Gazeta.
When making out the list, the experts are governed by two basic rules. First of all they analyze whether a bureaucrat may decide on the issues independently and without any outer control. Secondly, they assess the extent of demand for the given state service, which increases the risk of corrupt practices, the minister explained.

Confronting corruption calls for reducing the role of the human factor in government’s structures, Konovalov said, specifying that it could be done by disseminating the latest technologies of management.

As to his ministry, Konovalov said they plan to shift to online trading to acquire the assets for government’s needs and introduce the electronic document flow. These moves, the minister explained, will enable the chiefs to follow actions of their subordinates, which will minimize percentage of bureaucrats’ corruption.

Both President Dmitry Medvedev and Prime Minister Vladimir Putin called the anti-corrupt battle the prior task of Russia’s internal policy.

Russia is traditionally at the very bottom in the ratings of independent agencies dedicated to corrupt practices of bureaucrats. In 2008, for instance, Transparency International ranked Russia no higher than No. 147 in its global rating of corruption. Russia shared that position with Bangladesh, Kenya and Syria.
