Interior Ministry Blacklists Top Managers
Russia’s Interior Ministry has made out a black list of persons once convicted for office crimes and deprived of the right to hold top-manager positions, Rossiyskaya Gazeta reported Tuesday.
Starting from April 1, 2007, all staff officers of Russia that work in the government’s enterprises or business companies will have to check all appointments in the database, the Disqualified Persons Register, said Russia’s Interior Minister Rashid Nurgaliev.

An employer will have to pay a fine of up to 1,000 minimal wages, if it is found out that working top managers have been deprived of the right of holding top-rank positions under the court award.

The Disqualified Persons Register is aimed at facilitating corruption battle and at bringing to a halt further criminalization of economy. Compiling this list took nearly a year, as Interior Ministry had to enter into the database all information about the court awards banning top management activities for some persons.

So, the challengers for top management positions will have to apply to an information center of Interior Ministry for a certificate proving their name hasn’t been blacklisted. The certificate will be given free of charge to them.
